What is the best program to use to make invitations for a graduation?

What would be the best computer program to use to make invitations for my high school graduation party so I can print them out and send them to family/friends?
Im able to do brochures and invitations as well in photoshop.

P.S. for layouting, I guess adobe pagemaker would be great – but that is possible too for photoshop.
Do you have Microsoft Publisher? That one has an actual graduation party invite template in it for use. Looks pretty nice too.

If you have the Vista program OneNote, it is 100% the best, it helps with anything near like that, unless you have Publisher, haha.
